KTVA reports:
Governor Sarah Palin announced that she is proposing a bill that will allow the state to accept only 55-percent of federal recovery funds. Palin gave several examples that underlined her reasoning for wanting to reject the funds. In total, if the bill were passed, $515-million of the almost $1-billion would be rejected by the state.
Please keep in mind the language in the "stimulus" bill that allows the state legislature to go around the governor in accepting "stimulus" funds.

Protesting federal "strings," attached to stimulus funding, Gov. Sarah Palin said she doesn't want nearly half the estimated $930 million Alaska is eligible for.
"Will we chart our own course, or will Washington (D.C.) engineer it for us?" Palin said.
She expected to file an appropriations bill this afternoon accepting about $251.5 million in stimulus funds, coupled with allocations of $262.6 million already requested for transportation and aviation projects for a total state take of about $514.1 million.
Missing in her bill will be millions for education, especially under Title One, energy projects including some weatherization funding, and social services, all funds that Palin said are contingent on the state increasing the size of government, chipping in more dollars, or passing new laws that Alaskans might not want.
In a press conference Thursday morning, Palin said she looks forward to a public discussion in the Legislature about other funding.
She said she hopes the Legislature will have enough time to take up the stimulus issues before an April 3 deadline for her to accept the federal money. It's unclear still if the Legislature will have additional time to evaluate the funds.
"I would hope that's going to be enough time," Palin said. She also said she won't "get myself in a box" by saying she will or will not veto measures by the Legislature accepting more money than she is advising.
UPDATE by VO: The Anchorage Daily News finally has a reaction up. You have to forgive them for being slow, they just had massive layoffs today. Here's a Palin quote (emphasis added):
“We are not requesting funds intended to just grow government. We are not requesting more money for normal day to day operations of government as part of this economic stimulus package. In essence we say no to operating funds for more positions in government,” Palin said.

Alaska vows to be part of the solution, not the problem
March 19, 2009, Juneau, Alaska - Governor Sarah Palin submitted her federal economic stimulus appropriation bill to legislators today to provide jobs and needed infrastructure improvements in Alaska under the American Recovery & Reinvestment Act (ARRA). Governor Palin is accepting just 55 percent of the available stimulus funds, all for capital projects. This amount includes the funds the state accepted last month for Department of Transportation projects.
"We will request federal stimulus funds for capital projects that will create new jobs and expand the economy," Governor Palin said. “We won’t be bound by federal strings in exchange for dollars, nor will we dig ourselves a deeper hole in two years when these federal funds are gone. For instance, in order to accept what look like attractive energy funds, our local communities would be required to adopt uniform building codes. Government would then be required to police those codes. These types of funds are not sensible for Alaska.”
The legislation does not include funding requests for government operating programs. Governor Palin has indicated the state will not stand in the way of local governments or other entities pursuing stimulus funds directly from the federal government.
"The law requires me to certify that the requests I forward for legislative approval will meet the requirements of the ARRA to create jobs and promote economic growth," Governor Palin said. “Legitimately, I can only certify capital projects that are job-ready. Alaska has seen unprecedented increases in the level of state funding for education because that is our priority. I don’t want to automatically increase federal funding for education program growth, such as the National Endowment for the Arts, at a time when Alaska can’t afford to sustain that increase."
"Simply expanding state government under this federal stimulus package creates an unrealistic expectation that the state will continue these programs when the federal funds are no longer available,” said Governor Palin. “Our nation is already over $11 trillion in debt; we can’t keep digging this hole.”
Preliminary estimates for federal economic stimulus funds to Alaska state agencies are approximately $930.7 million. Of that total, the state requested allocations for transportation and aviation projects in February estimated at $262.6 million, although more was requested in contingency and other funds. With the additional $251.5 million in economic stimulus funds requested today, the proposed total capital spending is $514.1 million, or 55 percent of the state's estimated allocation. Funds that are available competitively or that go directly to communities or other organizations are not included in these estimates.
"Our desire is to foster a discussion about what is true stimulus and what is just more federal interference in Alaskans' lives through the growth of government," Governor Palin said. "We think stimulus items devoted to government agency growth and program expansion ought to be examined in light of the funding needs already being addressed with our pending budget requests."
Not counting the transportation stimulus dollars the governor requested in February, today's legislation requests $252.5 million for capital projects. Capital projects requested include $20.7 million for education and job training, $68.6 million for water and sewer projects and storage tank replacements, $3.0 million for the Alaska Vocational Training Center, $2.5 million for Fire Fuels and Forest Management, $39.6 million for public housing projects through the Alaska Housing Finance Corporation, and $116.0 million for the University of Alaska Fairbanks Research Vessel. The bill also includes two $1.0 million placeholders for competitive grant opportunities for state agencies and the University.
"We need to ensure that these stimulus dollars are used for job opportunities for Alaskans, while preserving the regular operating spending decisions through the normal budget process," Governor Palin said.

Palin's principled stand against the stimulus. The Alaska NFIB put out a statement in support of Gov. Palin's decision to reject portions of stimulus. UPDATE by Mel: (h/t TommyReport) Alaska Dispatch has reaction from Senator Lisa Murkowski:
"I applaud the Governor for taking the transportation and other infrastructure funding because this will create jobs in Alaska. The law requires the Governor to certify that the stimulus funds be used to create jobs and foster economic growth," Murkowski said in an email. "The Governor has made her decision and now the Legislature will have an opportunity to review the decision."
And Anchorage School District Superintendent Carol Comeau gives Olbermann a quote for his story:
"We're shocked and very disappointed that the governor said she would reject the education stimulus money for Title I and IDEA programs. We believe that we can make very good use of the funds, not only in job preservation but also in adding new positions to ultimately use these funds to increase student achievement for our neediest children."
UPDATE II by RAM: Gov. Palin gets high praise from Don Surber across the pond, but not much love from the DNC, which has officially released a statement (h/t TommyReport). ABC's The Note Blog has the following statement from DNC communications director Brad Woodhouse:
After soliciting and accepting more federal dollars per capita than any other governor in the union, Sarah Palin's decision today to deny the state of Alaska over half a billion dollars in recovery and reinvestment funds - including millions for schools, energy and public safety - appears to be nothing more than political posturing. At a time when her state is suffering, Alaska's working families cannot afford a governor that puts her political future ahead of the needs of the state and its families.
We commented on Gov. Palin's earmarks in the federal omnibus appropriations bill here and here. It should be noted that there is a huge difference between the stimulus and the omnibus.
As Gov. Palin noted in her press release about the earmark requests:
"Our eight requests have broad public support and have been vetted through a transparent public process, and most of the projects are nationally significant," Governor Palin said. "The new requests are for national security, with upgrades at the Kodiak Missile Defense Complex, and for America's energy security, with replacement of a bridge that is critical for a natural gas pipeline."
UPDATE III by RAM: The ADN is reporting that Gov. Palin rejected 30% of the stimulus money. She claims to be accepting only 55%. So where's the missing 15%? The discrepancy is over the Medicaid funding. Palin already accepted that and doesn't consider it part of the stimulus funding; hence, her figure of accepting only 55%.

UPDATE IV by RAM: By the way, what happened today was exactly what I predicted would happen way back in January. She said she would support infrastructure projects that create jobs, but would not support new mandate programs that would fall on the state to fund after the federal dollars dry up in two years. She has simply followed through on what she said all along. Gov. Palin doesn't play games.
UPDATE II by Mel: Some legislators are pushing the idea that Gov. Palin is pursuing national ambitions over the needs of Alaskans (I'm looking at you, Mike Doogan). The governor addressed this in her press conference today (click on "Governor's Press Conference; this Q&A begins at the 34:15 mark in the audio):
Reporter: Governor, your profile obviously extends beyond Alaska. What kind of a national message are you seeking to send with this?
Palin: I don't know, but I know that there are no national reporters here. So, the only way national reporters would even know is when you guys put the stories online. So, if we don't want the rest of the nation to know what it is that I'm saying then don't put the stories online. But it doesn't matter to me what on a national level people are going to say about our reaction here to what the feds are doing. Serving Alaskans, this is my concern. And Alaska has an opportunity to be part of a solution, not part of the problem, though, on a federal level. But Alaska is what my concern is.
UPDATE III by Mel: There's been some confusion over exactly how much Gov. Palin is turning down, and how much she's accepting because of how the Medicaid funds are being addressed.
Karen Rehfeld, Director of the Office of Management and Budget, said in the press conference (beginning at the 16:49 mark):
And, finally, I wanted to mention -- as I'm certain you are aware -- in the governor's FY10 budget amendments and in our 09 supplemental bill, we did request authorization to include the increased reimbursement for Medicaid. So, that is already before the legislature and being considered.

And KTUU has an article up with a couple of nice quotes (the full article is well worth your time):
"We can't accept the bait," Gov. Palin said. "To me it's a bribe. 'Here take these dollars. You got to grow government.'"
Sen. Gene Therriault backed up the governor's position:
"What the federal government is in my opinion trying to do, is put this carrot out there, to get the states in their zeal to grab the money, and expand these federal programs tremendously," Sen. Gene Therriault, R-North Pole, said.
UPDATE V by RAM: We've discussed the budget shortfall Alaska is facing this year here and here. In an article in the Alaska Journal of Commerce, Rep. Mike Hawker (R-Anchorage) is quoted as saying:
"This is a responsible budget, but not a sustainable budget," Hawker commented on the House floor. "It meets the needs of Alaska, but also needs to be the beginning of a new discussion about what we expect from government and how we are going to pay for it. The continuing decline in oil production on the North Slope is Alaska's greatest challenge, and we must engage in a frank public discussion of this reality and our alternate courses of action."
Current state spending on mandate programs is not "sustainable," and yet Hawker is quoted in the above KTUU article as wanting Gov. Palin to take more stimulus money for more unfunded mandate programs that will only add to the state's unsustainable budget in the future. What is he thinking? Or is he thinking at all? How is this man a Republican? He's certainly not a conservative.

I will repeat what I said below. Since, this will inevitably become big news, she should take the opportunity to go on a few national shows to 1)show her chops with the media when unrestrained by Mccain handlers (make sure it's live interviews though) 2)cut Moosebama to size. This is a golden opportunity. Jindal rejected a few insurance dollars and went on networks for weeks and got lots of exposure. At least go on friendly channels like CNBC and explain in common sense terms why this stimulus is a bad idea. Also, explain how she's cutting her budget. She was wonderful in yesterday's presser, so I think she'll be able to face down anyone.

Let's see - the Cuda on Sat 2/14 told Obama she wished he would veto porkulus and send it back to the legislators to actually read it. But did he listen- NOOOOO!! He said the nation was in the worst crisis since the Great Depression and it had to done RIGHT THEN. Of course, Valentine Day's weekend precluded him from actually signing the bill for 4 days because he was spending quality time with the lovely Michelle. Wonder if he wishes he had listened to the Guv now with the AIG fiasco?

Then, Ramras and others are try to stall AGIA after attending a meeting in Washington. They are maintaining a tight ship with the press and the ankle-biters to take her down anyway.
Put two and two together. It's been a fight from day one and these two are circling round each other. It just got more interesting with this budget thingy.

The States need to get their balance sheets straight before they start coming up with new projects. I don't understand why the Administration rejected Sandford's request to pay off his state's debt. This whole economy mess started because people ran up debts and then couldn't pay them back. Instead of letting states pay off their credit card bill why is the Gov't increasing their limit?
The Guv is smartly playing hardball here. If she's being forced to use the money then she should determine where it gets used.
All this heartburn between the States and Fed underscores how much of a crapsammitch this Stimulus bill is.

I am glad this article made it clear why she was accepting some of the money and why she wasn't excepting the rest. Most people don't know about the govt. gaining control over the states through the spendulus if they agree to taking it all.
I guess in Peggy Noonan's words, she is a bit of a leader not a follower, huh, one of the less subtle attacks launched on her by the National Examiner, is that Michelle is jealous of her, after some conversations with the One. I guess she's playing hard to get.The insults that the Akhanitsa "The Huntress"has to put with large and small, it seems it was like this for Thatcher, but I don't think it was quite as vicious. I don't get the gushing for Murkowski, she's neither a fiscal or social con (though she's excellent on energy and I suspect foreign policy).

I would prefer Sarah not run for re-election or for Murkowski's seat in 2010.
But if I were told that Sarah had to run for an office in 2010 I would first choose Don Young's Rep seat and then my next choice would be Murkowski's seat. At least that would focus Sarah's attention on the lower 48 congressional races and that is of prime importance as I have stated elsewhere whether she will be successful in gaining the 2012 GOP nomination.
Of course if Sarah has no intention running for POTUS in 2012 I would recommend she spend her time mostly in Alaska and get re-elected.

I'm actually kind of impressed by the mechanics of how she is handling this. Instead of outright rejection of the funds, as Jindal & Sanford did, she is doing this through a BILL. She is forcing the legislature to be a full partner in the decision, instead of being able to sit on the sidelines and criticize. I hope she mean it when she says she wants a full discussion. The Dems and GOP ankle biters wil have to either say they are going to throw people out of programs in two years when the money runs out or else publicly commit to adding millions to the state budget. I'm sure the good Gov will press them for how they intend to pay for it. And, if the legislature does decide to add money, she gets a share of the "credit" with voters while being able to state that she pushed for a lower amount.

I am proud of Governor Palin for taking a stand! I agree that I hope this is covered in the national news shows. Even if she doesn't want to leave the state to do interviews, she can at least do some of the satellite interviews and perhaps call Sean Hannity or some other talk radio folks to discuss.
Way to go Governor Palin! This should help her national standing. Maybe give those conservatives willing to write her off a reason to look twice at her record. I have noted on other treads that Governor Palin is that rarest of leaders, a genuine 'strategic thinker' (medium/long-term focus on fundamentals). She thoroughly grasps the concepts of the 'spirit of economy' (not just the tecnical detail), the true nature of thrift and the vital concept of moral hazzard. I don't know where she got this but she has it in spades. I am the humble possessor of a masters degree in strategic management and a Ph.D in employement economics and I hold her in the highest regard in all these respects. In her presser on the stimulus she has shown rare intellectual acuity on what consitutes a genuine stimulus. From this action and her previous history, I would infer her philosophy of governance. To govern is to choose; to choose is to prioritize; and to prioritize is to risk being a 'polarizer'. A true leader will handle this, and will wrench a political culture from a potentially losing pole to a winning pole. As I say, wherever she got, she has it. Compare this to Obama and weep.

A couple of points I'd like to stress:
First, the only other Govs. who have actually said they would reject a portion of the stimulus money - Jindal, Perry, etc. - have only mentioned the unemployment funds - and no other programs. This amounts to ONLY ONE PERCENT of each state's total stimulus entitlement. Sarah has rejected ALL OPERATING FUNDS or 45 PERCENT of Alaska's entitlement. She is ONLY ACCEPTING CAPITAL FUNDS.
Second, only Sanford has proposed rejecting ALL of the stimulus money. However, this is PURE GRANDSTANDING. At the beginning of the stimulus debate, just about every Republican and Conservative in the country agreed some stimulus was required. The argument was that it should be limited in size and restricted to ONE TIME CAPITAL INFRASTRUCTURE FUNDING AND TAX CUTS. Therefore, by rejecting capital funding - that is targeted to infrastructure projects that will improve the country's future economic productivity and security - Sanford is just being stupid.
Sarah has got this exactly right. Furthermore, rather than running around and grandstanding, she took her time to read the bill, analyze all the impacts, and develop a workable plan. She is the only Governor that has done this.

OK not to be splitting hairs, but it appears to me that Palin is rejecting just over 30% rather than close to half. She already accepted the medicaid funding, which is 14% of the 930 mil. Today she requested about 55% of the total. That leaves 31% that she's not requesting. Now today, Palin said she's requesting 55%, which is technically correct; I did not hear her say she's rejecting 45%, although the letter released says she's requesting just over half of available funds, which again would be technically right. If she said she's rejecting 45%, I think that would be a misstatement. Anyone here any better at math than me? lol Ok I've been up too long I think.

I stand corrected...you are right. I'm trying to find a quote where 'Cuda actually says she'll turn down "45%." The news media attributed that to her but she never actually said that. She only said that she'll only request 55% of the available funds (from her press release) and since the Medicaid funds were already in the budget, her statement was always accurate and not a mistatement.
The press misstated the 45% number and drew the inference on their own that she was rejecting 45%. But she's under no obligation to correct the press, heh heh....
By comparison, Sanford requested 75% of the stimulus funding allotted to his state (see his most recent interview with Greta) and the dispute between Sanford and Obama pertains to that final 25%.

Well, I figure Sanford cannot possible reject the unemployment funds. After all, his unemployment coffers are so low that he actually had to go out on Jan. 1st and beg the federal government to give him some money or the unemployment checks would not go out. Plus Sanford has the second highest unemployment rate in the nation. Good golly, even California has a better unemployment rate than his state does.
Of course, Sanford did attempt to take $700 million in stimulus funds just to pay down the state’s massive debt, but that did not work. The White House rejected his request.

I don't think that's accurate to say that Sanford won't commit to a number (check out his last interview with Greta, he commits to the 75/25 split). By the way, there's a Sanford in SC poll commissioned by the SC Senate Democrat Caucus to test his favorables/unfavorables during this stimulus brouhaha. I'll link in the open thread tomorrow morning but the numbers aren't good for Mark, though take the possible bias from who commissioned the poll in mind.

Thus, by a mere stress of voice, she is implying that the Feds, with their Machiavellain misnomers, are liars and frauds!! Proper intonation is essential in English oratory, and Sarah has "got it"!! Even in everyday speech, stress of voice is essential in conveying what we mean. For example, there is all the difference between saying "MY mother," as opposed to, e.g., "YOUR mother," and "my MOTHER," as opposed, for example, to "my FATHER." Or, to take an Alaskan- and Sarah-inspired example, we must distinguish "the WOMAN is hunting the moose" (not the MAN) and "the woman is hunting the MOOSE (not the RABBIT)." I believe that, for the full appreciation of oratory, the study of Cicero and Demosthenes, in the original Latin and Greek, and also the study of certain parts of Shakespeare (see Marc Antony's famous speech on Brutus and Cassius, "honorbale men") must be restored to our educational system. Our Founding Fathers were all raised on the Latin and Greek Classics; they derived not only many of their principles, but also their rhetorical power, from this education. Tommy- as far as Sanford is concerned, I have been looking, seriously looking, for any information on what he has rejected. I cannot find anything. Tons of information on the fact that he was the first to officially reject stimulus funds, but nothing on what he officially rejected.
Now, I do not mind the trash talking, but I really appreciate politicians that walk the walk.
My frustration here is that there is plenty of trash talking and very little action.
The Governor's approach is politically astute. She has not 'rejected' any of the stimulus money. Rather she has 'accepted' 4$515m because she can put her hand on her heart and say that these dollars meet the stimulus criteria of new economic growth and therefore new employment growth. As regards the rest she is asying: I cannot put my hand on my heart and say that these dollars meet the stimulus criteria. Furthermore they may involve new ongoing legal and financial commitments for Alaska and Alaskans. But, before we finish I would like lawmakers and all citizens to openly discuss whether we shoild accept these dollars. If you do, can you propose how they will be funded in the long-term. In the meantime, I will keep an open mind". Clever, clever.

Dittos to the suggestion that Sarah should go on "Cavute." I think he LOVES her, and I know he especially would respect her fiscal prudence. Besides, he's a genuinely nice guy and would bend over backwards for her.

Brianus, right on with "classics" education. We had a "Barbie doll" next door when I was a college freshman, but when she started explaining how Latin helped to decipher unfamiliar words, it blew me away.
I had a language requirement for my degree and took four semesters of it. My 6th grader is in Latin 1and my 4th grader can't wait to start. That was probably the most invaluable class I ever had! (I nearly forgot about lacrimae! LOL)

Her hair gets 95% as it seemed to have some light streaks. Maybe just the sun but she could show intelligence and highlights easily.
