PolitiFact: Palin Was Right About Cap and Trade Bill Job Loss Provision



PolitiFact fact-checked Gov. Palin's claim that Obama's Cap and Trade bill would cause job loss and consequently includes a provision in the bill to help alleviate the damage to workers. Surprise, surprise: Palin was right.

Today, we're tackling this claim from Palin's op-ed: "Job losses are so certain under this new cap-and-tax plan that it includes a provision accommodating newly unemployed workers from the resulting dried-up energy sector, to the tune of $4.2 billion over eight years. So much for creating jobs."

Before we dig into Palin's statement, here's a quick summary of how the cap-and-trade bill, authored by Reps. Henry Waxman of California and Edward Markey of Massachusetts, would work. The bill aims to slow climate change by lowering carbon pollution by 17 percent by 2020 and 83 percent by 2050. To do that, the bill would cap yearly carbon emissions, and to comply, companies will have to either upgrade to cleaner technologies or buy credits to continue polluting. Initially, the government's permits for polluters would be given out for free. But eventually, companies would have to buy those permits from the government.

Palin and other Republicans say they are concerned that the transition will be costly to industry -- particularly companies in the energy sector -- and that workers will lose their jobs as a result.

The authors of the bill are also concerned -- so much so that they included the program Palin refers to. Should workers lose their jobs, they would get 156 weeks of benefits, including 70 percent of their average weekly wage, help paying for health insurance, job training and employment search assistance.

So, Palin is correct that the bill has a program for displaced workers.

Funding for the program would come from selling those pollution allowances we mentioned earlier.

PolitiFact then includes the requisite leftwing "think tank" talking points about how more "green jobs" will be created eventually and puppies and kittens will live together in peace. (Okay, they didn't make that last claim about kittens and puppies, but they might as well.)

If we would drill and use coal in the States we would have more revenue to advance other energy resources. When the money goes overseas, well you know the rest.

What is not included is the big oil companies have already said they will start refining overseas as well. Would not have to pay the Cap and Tax for that process though more expensive than shipping crude from overseas and loss refining jobs.

hey there I. C. Whitney, I think you are mistaken. Puppy and kitten coexistence is probably guaranteed in the health care reform bill, However, I'm sure there is a provision for euthanizing human "undesirables" in order to maintain carbon neutrality.

Please don't lose sight of the false pretense that co2 has anything to do with warming anything. Elevated levels are caused by warming, not the other way around. Just open 2 sodas, one warm, one cold, see which holds its bubbles longest.

You are probably right. Since we humans exhale carbon dioxide, additional humans would then mean additional carbon emissions.

On the other hand, we all pay taxes and we exhale carbon dioxide, so carbon emissions have been taxed for thousands of years.

You are absolutely correct. There is no evidence whatsoever that rising levels of carbon dioxide cause warming of the atmosphere. If anything, as you point out, it's the other way around (i.e. changes in carbon dioxide levels follow changes in atmospheric temperatures.

IC-W, you have exposed a conundrum!

Remember that puppies and kittens breathe out far less carbon that humans, so the Wizards Of Smart in the White House and Congress could probably build a carbon "trade" model that substitutes several small pets for each "undesirable" human. Just bring the receipt from your abortion or proof that you helped grampa "evolve" into Soylent Green and you can get yourself a pretty new puppy!

...but don't try to stretch your food ration by sneaking yourself a few Soylent Snaks. Those are for Fido!

You know the way that the State Run Media has savaged Sarah Palin over the last year will actually work to her advantage in the long run.

Most politicians spend their entire campaigns trying to portray themselves as Washington outsiders, even though it is obvious they are not.

Well in 2012 after the messiahs big govt has brought America to its knees, the public more than ever will be craving a washington outsider.

The state run media has portrayed Sarah Palin as the ultimate outsider. The messiah and his flunkies in the state run media will be destroyed in 2012 by something they helped create.

In light of these freak out responses by the Dems to the Guv's op-ed and this Move-On email circulating the Dems' inboxes soliciting money for an attack ad; Does C4P have a potential response ad/video on the dock to go out once Move-on releases its ad?

I know it's hard to counter an ad you haven't seen, but are you guys going to have a rapid response to this smear ad?

That would be great since I'm not sure SarahPac has the people in place to do this.

It's up at HotAir, and it's really pathetic and sad.

Even Allahpundit put the smackdown on them with a vid of Obama saying he could not run for President because, after all he just got to the Senate.

Sad. They hit Crist and some AG from NH too, but this was done to hit Sarah and pretend they aren't afraid of her.

One more notch in Sarah's gun to delegitimize the MSM narrative that Sarah is an unsophisticated bimbo.

I predict there will be a tipping point in a year or two where millions will begin to realize, as they did with Reagan, that Sarah is way more competent and intelligent than even her supporters thought she was.

Once that happens Obama will be finished. Obviously, Obama and his merry men and women are determined to never let that happen through the utilization of massive Goebbel's-like disinformation or propaganda techniques using its allies in the nutroots, academia, the political pundit class, Beltway and NY elites, the MSM, and the entertainment industry to figuratively tear down Sarah from limb to limb on a 24/7 basis over the next 40 months in their effort to never to allow Sarah to be LEGITIMIZED as qualified to become POTUS.

"Sinclair’s heralded $1 billion expansion will not happen soon, officials said Friday.

Sinclair’s two-year growth project is shelved indefinitely because of "external economics,” company spokesman John Goodwin said. Giant coke drums shipped from Japan will remain at the Tulsa Port of Catoosa until new work begins.
"It hasn’t been canceled, but it’s on hold,” Goodwin said.
The refinery will continue with other environmental improvements required by a federal court settlement. Sinclair must spend millions to reduce emissions, according to reports.
"We’ve done quite a bit of work relative to the environmental compliance,” Goodwin said. "I think we’re regularly moving along.”
Sinclair Tulsa Refining Co. announced its $1 billion expansion with great fanfare in 2007, saying it planned to increase daily capacity from the current 65,000 barrels, add employees and decrease air pollution. The company has raised its work force level to about 300 from 200 two years ago and had begun some engineering work before putting the expansion on hold.
The expansion might have provided 1,500 temporary construction jobs, as well as having a trickle-down effect on other area businesses.

You people are Morons...

If you have ever worked in permitting, regulations, or any of the EPA programs for that matter - you would easily know that the Bill includes the program for employees that may lose their jobs because - Most all companies use the "Governments sticking it to us Card" which makes it more expensive - so we must fire you...

I have worked in the Enforcement of regulations for 20 years - companies constantly ignore pollution regulations and pay Lobbyists Millions and Billions instead of just complying with the regulations and keeping employees...They are crooks...

But Repubs dont want tax dollars to fund people who are laid off, and not doing anything so they use this a a negative bitch fest..

I dont care what argument you try to use for regulation - the fact is - its needed, its an oversight to make people and companies be honest, comply with the laws etc... if its not there - our Nation will become a total toxic dump more than it already has...

Companies need to be accountable for what they do...I have seen [for one example ]radioactive paint dumped in lakes, ponds, streams, rivers, etc...All of which goes into the Public water systems we drink..Food [ie, fish, foul, meat, plants, vegetables ] we all eat...

I am not a bugs and bunny person [ thats what alot of us enforcers call the rights activists ] but i do know the laws and why they are necessary...

I understand it costs companies some more money to comply - but what the Public doesnt know - is - computational studies have been done both intra-organization and outer - both private and by the companies themselves - they know that by complying - it saves them money in the long run - they know it saves the government money in the long run- but they know that by paying credits, and avoiding the regulatory costs of overhauling their companies, they get the write offs...

Its been proven financially - if companies comply with regulations - they save money versus spending 5 times as much, paying someone to fight it in Capital Hill...Problem is - they fight it - just to spite the situation - and thats crazy...The problem is - it costs them up front and they cannot spread these costs over time for depreciation and bigger tax write offs, like they can if they pay for permits...Its no different than companies bitching about benefits for employees - anyone who owns a company knows - you write all of that crap off.

I worked for a National Home builder as their Environmental Compliance Officer for 2 years..Before i was hired - they werent doing much to comply with EPA Clean Water Act laws - and complained the government was costsing them money...Well - as they did much of nothing to comply - found out that they were spending 5 times more by not complying - once i showed them how it would be costs effective and profitable to comply...

Bottom line is - regulations and company improvements are about the $$$ - companies dont do it - because it effects when they can write off the expense...So they chose NOT TO COMPLY - and just get a permit - because its helps them get write offs faster...

What was Sarah right about? She had a friend read the Cap and Trade Bill to her and then she repeated a provision in the bill. Yes there will be some job loss as we change energy sources. Just like there were job loses when we changed from film to digital photograhy. But new jobs opened up in that field. As for Sarah, was anyone listening to her during her losing campaign for vice president? During that campaign she supported cap and trade. So she was for it then and against it now. Much like the bridge to no where. For it when politically expediant against it when not. Speak against government spending while getting every pork dollar she can. She has no real positions except on abortion and witch doctors. I wonder which of her positions she will change tomorrow
