Tom Coburn: There are Rationing Provisions in the Health Care Bill



Senator Tom Coburn (R-OK) had an op-ed in the Wall Street Journal on Wednesday discussing the health care "reform" bill currently being debated in the United States Senate. The op-ed is well worth your time as it addresses something that Governor Palin pointed out in a statement over the summer: there is rationing in the Democrats' health care bill. Governor Palin used the term "death panel" to describe the rationing that will occur under the Democrats' health care "reform":

The Democrats promise that a government health care system will reduce the cost of health care, but as the economist Thomas Sowell has pointed out, government health care will not reduce the cost; it will simply refuse to pay the cost. And who will suffer the most when they ration care? The sick, the elderly, and the disabled, of course. The America I know and love is not one in which my parents or my baby with Down Syndrome will have to stand in front of Obama’s “death panel” so his bureaucrats can decide, based on a subjective judgment of their “level of productivity in society,” whether they are worthy of health care.

Senator Coburn explains that the rationing that concerned Governor Palin in August is still in the bill:

Every American, not just seniors, should know that the rationing provisions in the Reid bill will not only reduce their quality of life, but their life spans as well.

For instance, the Reid bill (in sections 3403 and 2021) explicitly empowers Medicare to deny treatment based on cost. An Independent Medicare Advisory Board created by the bill—composed of permanent, unelected and, therefore, unaccountable members—will greatly expand the rationing practices that already occur in the program.

Section 6301 of the Reid bill creates new comparative effectiveness research (CER) programs. CER panels have been used as rationing commissions in other countries...

Hmmm... it all sounds rather like a "death panel" to me.

You can put lipstick on a "death panel", but it's still a death panel. Some may call it hyperbolic, but that's the point, right? I do population health research for a medical school. I don't think I've been to one population science research discussion meeting since Sarah released the famous "death panel" Facebook post where the phrase "death panel" hasn't been discussed. I'm glad to hear that Coburn agrees with Sarah. This issue with cost containment is indeed rationing. Yes, there is the need to reduce Medicare fraud, that will in turn reduce cost. However, the number of Medicare patients isn't going to decrease anytime soon; it will likely actually grow! If costs are cut (less treatment) and the number of patients increase, then rationing happens.

Decisions should be made by a doctor and a patient. This is actually the foundation for bioethics. I took a bioethics class in college that stated the foundation for bioethics are beneficence and autonomy. When rationing occurs based upon what some board or panel, autonomy cannot occur. The decision-making has been removed from the patient and placed in the hands of this panel. This will often result in beneficence not being achieved for the patient. It will then be what's best for the government, not the patient.

It may be a crude way to express it, but this is the bottom line for the Progressives in so many ways. We are being reduced to a cost analysis by the PTB.

These SOB's that are going to vote on this BILL out to see their mother and fathers faces on each and every page of this bill, and to know that they are sticking a knife in their bodies for their care IF they vote YES on this crazy, looney bill.  If there is so much fraud WHY are we not looking into this NOW. Why doesn't the adminstation have a Medicare Fraud Czar?? Since this administration does not give a care for the American People,  and since Congress obviously wants to be voted out of their jobs, i.e. Reid , Dodd and the like, what else can we do to KILL the bill, when you start to pay off Senators or threatening their families, that should automatically disqualify the vote, and we start all over!

I am mad and I am not voting for anyone of these clowns that "represent" us, they represent no one but themselves.

The # 1 problem with health care is that we've ceded to first the insurance company and now the government that health care is not our responsibility and that someone else should pay for it.

As a result of the # 1 problem is everything else, manifested by my # 1 beef - why is health care STILL distributed through EMPLOYERS ?

Insurance covers risk, and it's our responsibility to manage the risk.

And the # 1 cause of health problems is life-style choices.

The original author of "Death Panels" has herself become an rather effective user and participant of the procedure.... just ask Joe Biden!, he became the first to meet his "death Panel" of one during the VP debate... Sarah rejected his life time experience and status of being a Senator as qualification for further tax payer funding... shouda listened to her!... Pervert Letterman meet his death panel of one and was rejected further treatment and applause for being a dirty old man... Al Gore is in the process of meeting his death panel of one and rejecting further recognition of his snake oil science of global warming!... and best of all!...


Our anointed one has been before his death panel of one on numerous occasions(and many to come), rejecting community organizing and paling around with unrepentant terrorists  as qualifications for higher office...shouda listened to her!.... rejecting dithering as a leadership quality of a Commander-In-Chief making decisions during times of war!... rejecting government run health care as the be-all, end-all for Americans!... rejecting Cap and Trade!... rejecting government take over of private businesses... the list goes on and on!

The bottom line!... the key word here is ONE... Sarah is the ONE!... the only one willing to politically die for us... the only one taking on the good old boys... the only one true Patriot exhibiting Statesmanship and Selfless Service to the betterment of America and all it stands for!
